Captain Coupe Park

Amenities include a floating dock and boat trailer parking. Picnic tables, barbecues, and a public restroom are also available. Directions: From State Route 20 turn right at the light for Coupeville’s main street. Drive north .5 miles to 9th street and turn right. Drive .3 miles to the park entrance on your left.

Keystone Spit Boat Ramp

This boat ramp is part of Fort Casey State Park. There is ample parking for $10 a day or a Washington State Discovery pass good for all state parks for a year. The cost is $30.

Kayak Rentals

Kayaks are the perfect way to explore beautiful Penn Cove. Kayak rentals are available from Harbor Gifts inside the Coupeville Wharf. Tours and rentals are available from Whidbey Island Kayaing.

The Coupeville Chamber wants all our guests to be safe. Before you launch, make sure you inform someone of your paddling plans. Be properly prepared for your trip with:

  • Clothing that is suitable for weather and water temperature!

  • Safety first mindset!


Coupeville Wharf - Port of Coupeville

The Coupeville Wharf in Penn Cove brings you into the heart of historic downtown Coupeville. It’s an easy walk to the shops, restaurants, and lodging that make Coupeville a tourist favorite. The wharf accommodates about a dozen or so powerboats and sail boats with gas and diesel available.
