Licensing to Consider

Most individuals or companies that conduct business in Washington State must obtain a state business license. The Town of Coupeville does not require an additional business license on top of this, but may require specific permits or licenses for certain activities within Town limits. Below is a list of just some of the permits to consider. State Licensing

Business License Application: The above wizard will automatically input your information into the state application, but here is a direct link.

Secretary of State: If you are starting a corporation, LLC, or partnership, you must file with the Secretary of State before filing your business license application.

Department of Revenue: The DOR will assign your excise tax filing frequency when you apply (monthly, quarterly, or annually). This information will arrive with your application and Unified Business Identifier (UBI) number.

Employer Identification Number (EIN): Even if you are not hiring employees, all businesses located in the US or US territories are required to apply for an EIN from the IRS.

Contractor Requirements: Washington State requires all construction contractors to register with the Department of Labor & Industries. State law also requires you to be bonded and insured.

Liquor License: If your business wishes to sell or serve alcohol, you must obtain a liquor license from the Washington State Liquor and Cannabis Board.

Use of Music: Any business establishment wishing to play music (whether live bands, karaoke, or recorded music via an iPod, CDs, or streaming services) must obtain the proper licenses or violate strict copyright laws. Most common music is covered under BMI or ASCAP licensing.

Retail Sales Tax: Businesses making retail sales in Washington must collect sales tax from their customers. Island County’s sales tax is currently 8.9% as of November 2021.

Signage Application: Coupeville has a strict signage policy. All signage must be submitted and approved before posting.

Ebey’s Landing Design Guidelines: The Town of Coupeville is contained within the bounds of Ebey’s Landing National Historical Reserve. Any additions or improvements to new and existing buildings must fit within their design guidelines.

Special Event Permit: For any large event taking place within Coupeville Town limits to properly allocate resources and ensure the safety of residents and visitors

Temporary Outdoor Dining Permit: Outdoor dining is temporarily expanded during COVID restrictions to businesses that obtain this permit.

Island County Food Establishment Application: Health Department permitting for new restaurants

Farmers Market Permit: Businesses wishing to sell at the Coupeville Farmers Market must obtain an Island County permit

Temporary Food Establishment Application: Food businesses wishing to participate in one of our many local events must obtain a temporary food establishment permit from Island County and follow their guidelines.

Short Term Rental License: Anyone wishing to operate short term or vacation rentals within Town limits must submit and receive this application.

Bed and Breakfast Inn License: For larger B&Bs with 2-8 rooms available

Mobile Vendor License: For regularly occurring mobile businesses outside a brick-and-mortar location

Transient Merchant License: For short-term vendors coming for a single event

Cabaret License: For any establishment licensed to sell alcohol which offers live entertainment or dancing
